[Rd] warnings(), last.warning, and libraries (PR#7363)

  1. If warnings are generated during the installation of a library, the 'last.warning' object is retained in the environment.
  2. Since the warnings() does not explictly look in the .GlobalEnv for the object it will find 'last.warning' objects in attached namespaces.

--> Warnings from package instalation time can be reported at other times.

Easy solution: change the definition of warnings() to look in .GlobalEnv explicitly.
