R-beta: Add-On Packages in Windows

Subject: R-beta: Add-On Packages in Windows
I am having trouble figuring out how to "install" add-on packages.
The FAQ gives aid for Unix users, but for Windows, I can't
seem to figure out where to put the files. For example, I downloaded
the bootstrap file from CRAN and I have a directory with some files and
other directories. I would like to be able to type:
> library(bootstrap)
and have all the functions loaded much like one would do in S+.
Any help appreciated.
And also, I get an error message when I try library() to see what is
loaded namely,
Error in system(call, intern) : "system" is only available on Unix>
Any work around yet.
