Very early on Ross and I made the decision that accessing an vector outside
of its declared bounds would be an error. Since that time we have been slowly
softening our stance, at least with regard to lists. In many ways it would
be better to use append to extend lists if that is what you want. The current
version of append would need to be modified slightly so that it takes
a list, some values, some names and a position but it is likely to be
a better method.

One of the hardest to catch bugs is accessing beyond array bounds. It is
almost always an error and we think that the computer should catch those
sorts of errors for you.
