What distribution is that? RedHat 3.0.3 definitely has this in place.
The relevant file should be something like /usr/lib/groff/tmac/tmac.s.

There's no reason to worry excessively about misconfigured systems,
I'd say. Just collect the assorted quirks and associated fixes. Maybe
include a Q+F file in the distribution?
