May I suggest the Texinfo format?  This is the standard GNU
documentation format.  The Emacs documentation is written in this
format.  Using this format, one write a sourcefile for the
documentation.  This file is then compiled, to yield a `Info'-file
that can be read with an Info-reading device, such as Emacs.  The
`Info'-format has hypertext-like links, and can easily be converted to
HTML, dvi and postscript.  The Texinfo-source file is also readable as
a plain file.

I have written a Nikon F3 FAQ in this format.  See
