I came to the same conclusion myself after trying to get CODA 
running on R0.14. I'd be happy to help if you provide the R
functionality (a menu function would be a good start! My
quick-and-dirty version is not very good). The copyright notice
on CODA ("All rights reserved") suggests that we need to ask for
permission before creating a version for R. I am in a good
position to do this as I used to work at the MRC-BSU in Cambridge.
(By the way, Linux users: I recently compiled BUGS 0.6 on
Linux-ELF-i386 so when this version is released, you will be able
to run BUGS.)
