Please read the R FAQ and the posting guide (http://www.r-project.org/posting-guide.html) re. what a bug is and how to report bugs.

Please check against a recent version of R when reporting bugs (at least R-1.9.1, or R-patched or R-devel).

No! It is supposed to do what is documented.

?spec.pgram tells us that plot.spec() does the plotting. And ?plot.spec tells us that "conventional log scale" is used as the default. You can explicitly set the argument log="dB" in order to apply the 10*log10() transformation.
