You have a few choices here:
1. Grab sfm-read.c, sfm-write.c, sfm.h, and sfmP.h in
src/ in the PSPP distribution.
2. Read through the comprehensive documentation on the
format, also in the PSPP distribution. See pspp.info
or pspp.texi in doc/.
3. I originally found the information on the format
somewhere on spss.com. You could probably find it
PSPP also reads and write SPSS portable files. You have the same
three choices here.

Sounds good. I'm going to start up heavy PSPP development later
this week when final exams here are over.
