You haven't even told us your OS, but it sounds like it might be Windows.

In any case, RPostgreSQL is (like RMySQL) not distributed in binary form, and you need to compile it from the sources against your PostgreSQL version (which does matter, including the compiler used to build it).

This is all covered in the rw-FAQ, if this is Windows (see the posting guide).
