Well it looks like you might have done more than that since the error is saying that the package cannot find your postgres client libraries and note in the text right below this are some suggestions on how to specify non-standard locations.

I have tried on two systems with postgres in its standard location and observed no such problem.

> use --configure-args='--with-pgsql-libraries=PATH'; or
