R_HOME is an environment variable: use Sys.getenv("R_HOME") to find its value (the same as R.home()), which will be the top-level directory of that particular R installation.

BTW, you have not been as careful as you require of others: your comments are only true if preceded by the missing 'library(tcltk)' and only if you are running on Windows.
