Have you thought of using split.screen instead?

Something like might work for you:

split.screen(c(1,1))
split.screen(c(3,4), 1)
for (i in 1:12) {

   screen(i+1)
   par(mar=c(2,2,4,2))
   plot(1:20,rnorm(20),xlab="",ylab="")
}
screen(1)
title("Overall title")
