Hello!

As far as I know, there is not yet any package for R, which can compute the RQA measures you mentioned. I can only suggest to use the Matlab toolbox "CRP Toolbox", which computes almost everything regarding recurrence plots. For those, who don't know what is RQA or even a recurrence plot: http://www.recurrence-plot.tk
