Assuming you have just CRAN in your selected repositories:

> foo <- available.packages()
> deps <- strsplit(foo[, "Depends"], ",[[:space:]]*")
> names(deps)[sapply(deps, function(x) "quantreg" %in% x)]
[1] "cobs" "emplik" "lss" "pheno" "rankreg" "rqmcmb2"

seems painless enough.
