To R-devel (the mailing list), usually;
If it's just simple typos, maybe just to R-core directly.

For "edits", we'd mostly like to receive feedback on the *source* of the above automatically produced document (which is also the source of the PDF version, same URL as above,  just replace ".html" by ".pdf")

The development source is always available at   https://svn.r-project.org/R/trunk/doc/manual/R-exts.texi
