Please do not write to the author of the original non-R-project C code - the package maintainer is the appropriate person. Your R version is now out of date, and you may be caught by the current package depending on R 2.4.1 (that is probably why you got the "not found" message). If you can't upgrade R to match gpclib, consider an older version of the package source pre-dating R 2.4.1, such as:

http://cran.r-project.org/src/contrib/Archive/G/gpclib_1.3-3.tar.gz
