At this point, the expression above is complete and it ios evaluated if called interactively.
Then, the code below is invalid (there is nothing that starts with "else").

Instead, use:

a <- TRUE
if ( a )
{

         cat("TRUE","\n")
} else
{

         cat("FALSE","\n")
}
