daisy() in recommended package 'cluster' can generate dissimilarities for ordinal data using Gower's general (dis)similarity coefficient for mixed data. It returns an object that inherits from dist so it can be used in clustering tools that accept dist objects. Check out the options in the cluster package itself, but also note you can use hclust in base R.
