assuming what you have is a dataframe called x try:
table(Plant=x$plant,Location=x$location)

     Location
Plant x y z

    a 1 1 2
    b 2 2 0

or simply:
table(x$plant,x$location)    

    x y z
  a 1 1 2
  b 2 2 0
