The upshot seems to be that

(a) 2.7.0 came out while F9 was frozen

(b) while F9 was frozen there were also no F8/F7 version upgrades (so that you don't need to downgrade R to upgrade Fedora)

(c) the process for getting new releases out is intrinsically slow. There's a "karma system" where potential new RPM's are kept in quarantine and can be thumbed up or down by testers, and this apparently invariably times out at a score of 0 after two weeks (a +3 would cause immediate release).
