Different mailing lists have different cultures. Some consider it polite to only respond privately -- the original poster is then expected to summarize responses; others do not. The R-help posting guide does not seem to take a position on this, so, um, I have a somewhat negative reaction to your deciding peremptorily for the list what the policy is.
