I guess you mean `marked for debugging' and not `currently being executed under a browser started by being marked for debug'?

Debugging is a property of a function object (a bit in the sxpinfo) and so you would have to traverse all reachable objects (as gc does) to find them all.

AFAIK once a function has been entered you cannot turn off debugging for it.
