Please read the R-admin manual and as it suggests use the candidate compilers, now gcc 3.4.5.

You also need the Rtools at the front of your path, so you find find.exe not FIND.exe.

Finally, it seems to be requiring latex, so you may need to install that (I am really not sure why though).
