See ?install.packages.

You seem to be using Windows (you did not say). So the help page says

    repos: character vector, the base URL(s) of the repositories to use,

           i.e., the URL of the CRAN master such as
           '""' or its Statlib mirror,
           '""'. Can be 'NULL' to install
           from local '.zip' files.

and so all you need is

install.packages(c("", ""), repos = NULL)
