R under Emacs/ESS has autocompletion. I believe JGR also has it. Since you mention Matlab and are using WinXP, JGR is probably closer to what you're expecting. See http://www.rosuda.org/software/JGR/.

I guess you meant something like the bash shell, instead of "UNIX"?
