There is a network of ftp and web pages that have R.                        (Austria)        (Italy)                  (Japan)                 (Switzerland)                          (U.S.A.)                         (U.S.A.)         (U.S.A.)

Try one of these, rather than Auckland.

R is not public domain, but it is freely useable and freely distributable,
which is probably what you meant.
