Actually, on Ubuntu 8.04 (64-bit) I get

  MM_at_deb2:~$ /usr/bin/R CMD config --cppflags   -I/usr/share/R/include -I/usr/share/R/include

which has the -I<..> doubled, a slight infelicity ... Wonder how this came about.

  MM_at_deb2:~$ uname -a
  Linux deb2 2.6.24-19-generic #1 SMP Wed Jun 4 15:10:52 UTC 2008 x86_64 GNU/Linux

This is - almost surely - the r-base-core package from CRAN.
